Nothing on the toddconner.net site checks out. The Contact section says for booking to contact Blackmon Cruz Management but Google found no such company, neither did Switchboard.com. The phone number listed is a PacBell cell phone in Los Angeles.

The name he was "used to be known by" Franklin Apollo turns up no one.

I think the clip in the original post is probably a sketch from some live comedy show. I think Todd Conner's webpage is a piece of comedy albeit not very original.
